  • CEC/CERTS Project in 2001 with CAISO, PG&E, LBNL
  • Detailed PG&E & Bay Area System analysis of June 14, 2000 impending system collapse & emergency rotating blackout of 140+ MW;
  • WSCC system June 14, 2000 model and dataset, partitioned to address designated PG&E Bay Area System, loaded onto GRIDfast software;
  • Identified no-blackout solution using only available controls (no new generation);
  • Key finding: poor system distribution of Q + P contributed substantially to impending voltage collapse under June 14 loads;
  • Grid optimized re-controls resulted in significant reductions in system P & Q losses, improved P & Q power flows, voltage stability, voltage profile, and power quality throughout Bay Area System;
  • Optimized, re-controlled network supported additional 130.4 MW test loading;
  • Ranked top 20 potential load sheds for optimized network performance improvement.
